What is a BCL (Bank Comfort Letter)?

A Bank Comfort Letter (BCL), sometimes called a bank capability letter, is a letter issued by a buyer's bank confirming that the buyer is a customer in good standing and is financially capable of a transaction of the stated size.

    What it is used for

A BCL is used early in a negotiation, when a seller wants comfort that the buyer is real and banked before investing time. It is weaker than proof of funds and much weaker than a documentary credit.

    Key points

    • Issued on the bank's letterhead, signed by authorised bank officers, and addressed to the seller or the seller's bank.
    • Confirms the relationship and typically comments on the buyer's capacity for the stated transaction size.
    • Deliberately worded to avoid creating any obligation on the bank.
    • Many banks issue them reluctantly, and some large banks decline outright as a matter of policy.

    What to watch for

    • A BCL is not a guarantee, an undertaking, or a commitment to fund. Reading it as one is a common and expensive mistake.
    • Because it is a plain letter, it is among the easiest trade documents to forge — verify with the bank directly.
    • A bank's refusal to issue a BCL is often policy, not a judgement on the customer.

    Frequently asked questions

Does a BCL commit the bank to pay?

No. It is explicitly non-binding comfort. Only instruments such as documentary credits, standby credits or guarantees create a bank payment obligation.

What is the difference between a BCL and an RWA letter?

A 'Ready, Willing and Able' letter states the customer is prepared to proceed with a transaction. Both are comfort documents without binding force; the wording matters more than the label.

How do I verify a Bank Comfort Letter?

Contact the issuing bank using contact details you find independently, never those printed on the letter, and ask them to confirm issuance.
